Articulating observation and simulation in a territorial intelligence system

Observations

Planning policies do not have the expected effects.
Many decisions are not followed by action because of social and political struggles.
Planning Support Systems (PSSs) are used little if at all.
Decision-making in regional planning is characterised by growing complexity because of ecological pressures, economic and financial crises and awareness of the sheer number of societal issues. In France, this decision-making complexity has been further complicated by decentralisation.
Where do PSSs fit into this context?

Postulate

According to the systemic paradigm, a system can only be regulated by the transmission of information: this is the driving force behind change.
Improving information and its transmission can induce notable change within a territorial system.

To better understand territorial dynamics and improve governance by knowledge sharing using observational and simulation tools.

 

 

 

 

 

 

Research avenues

1. To observe the actors and how they appropriate and use knowledge for decision making.
2. To propose new decision-support tools: towards a Territorial Intelligence system combining observation and simulation.

Hypotheses

• The actors have large gaps in their 'scientific' knowledge of territorial structures and functioning.
• It is possible to change the way the actors see their area of competence through knowledge sharing that draws on observation and simulation tools.
• Actors make strategic use of their knowledge of territorial dynamics. Removing certain uncertainties may modify the balance of power they maintain.
• Knowledge sharing with actors changes the models and tools developed by researchers.
• Simulation tools are used more in a process of knowledge sharing than as technical supports for decision making.

Methodological inroads

Study area: the SCoT planning scheme area of greater Besançon.
Planning process contemplated: SCoT revision to allow for Grenelle II objectives on the environment especially the control of energy spending.
Targeted themes : energy and mobility, energy and housing

Observation of conflicts and controversies among actors via interviews, attendance of meetings, reading of minutes of meetings, newspaper reports, etc.

The media for disseminating scientific knowledge are the Mobisim simulation platform and the OPTEER terrtiorial observation tool.
